This is a great old, brass, Royal Navy Tell Tale compass.
The reason these compasses look backwards when sitting and have a brass mounting bracket is because these would hang over the Captains bunk or on the bridge so he could watch over head the direction by simply looking up.
Compass card is 5 inches in diameter and had a nice brass mounting bracket.
